Honest disagreements

Some numbers will not match athena exactly, and pretending otherwise is how reports lose trust. A difference inside the tolerance is shown as such. A bigger one needs a written explanation before the month can publish.

The explained example here is real in shape: athena counts a denied resubmission as a second denial; our definition counts the first decision only. The manager can read that note. Glen, the office viewer, is told a note exists, but not what it says.
